After the Senate blocked the broader CLARITY push on September 15, House lawmakers narrowed the conversation fast. A day later, the House Financial Services Committee advanced H.R. 8957, the American Reserve Modernization Act, which would put federally controlled Bitcoin into a Treasury-run Strategic Bitcoin Reserve.

The bill also calls for public proof-of-reserve reporting, outside audits, and a long-term holding framework, with a separate stockpile for non-Bitcoin assets. But this is still an early House step, not law, and there is no sign the Senate is ready to revive crypto legislation through a reserve bill after rejecting the wider framework.

Congress has moved off sweeping market structure, at least for now, and onto the narrower question of how the government should handle the crypto it already owns.
