World Liberty Financial now holds conditional approval from the Office of the Comptroller of the Currency to create a national trust bank, World Liberty Trust Company, N.A. Unlike a traditional lender or fully insured bank, this structure is designed around stablecoin operations.
World Liberty’s national trust bank won’t take conventional deposits or hold FDIC insurance. Instead, it would place issuance of its dollar stablecoin, custody of digital assets, and management of reserves, including dollars, government money-market funds, and cash equivalents, under a single federally chartered entity. That structure gives the company federal supervision and tighter control over functions that are often spread across outside providers.
But conditional approval is not a green light to launch. The OCC’s decision means World Liberty has a regulatory framework, not operational clearance. The company still faces pre-opening requirements covering capital, governance, staffing, and compliance before it can begin business.
The key watchpoint now is whether World Liberty can satisfy those conditions and move from a regulatory milestone to an operating trust bank.
